It appears to me that the numbers may not be correct. The number of speakers in Hindi and bengali in India cannot be 40 and 30 crores in 2011 since most of the supposedly live in West Bengal whose total population is 9 crores. Please explain the difference.
“Number of Speakers” column denote the total number of speakers for a language in the whole world. The reason for this is, wikipedia for a language is for the speakers of a language irrespetive of their country of origin or present stay.
As you mentioned, the number of speakers for Bengali in India is close to 9 crore. But Bengali wikipedia is for the speakers of Bengali language irrespective of the fact that they are living in India or Bangladesh or else where in the world.
Having said that, the number of speakers of Hindi is highly uncertain due to multiple reasons. I metioned few of the probabale reasons here http://meta.wikimedia.org/wiki/India_Program/Indic_Languages/Hindi
